Virginia Beach Police to Host Gang & Delinquency Prevention Workshop

On Tuesday, February 16, 2010, at 6:30 p.m., the Virginia Beach Police Department’s Special Investigations and Crime Unit will host a workshop on Gang and Delinquency Prevention for Parents at the Meyera E. Green Run High School NJROTC

The NJROTC program at Green Run High School is a distinguished unit that has accomplished many titles, trophies, and other awards in the past, and we plan to continue this in the future. With hard work and true leadership, this program excels in many competitions, but we continue to set goals for any improvement. As Area Five champions of 2009 and ranked fifteenth in the nation, the NJROTC cadets are dedicated to promote this proud legacy and endeavors to continue with this morale.  On 16 January 2010 the NJROTC program at Green Run High School hosted a drill competition known as the “Stallion Stampede.” Fourteen high schools, from Virginia and Maryland, participated in the meet. The NJROTC program ran a successful event; Green Run High School’s NJROTC program placed first overall for the meet. The outcome for Green Run High School’s drill team was first overall and entails first place for unarmed exhibition, second place for unarmed standard and unarmed exhibition, third place for armed standard, and fourth place for color guard.

Proposed new Architectural Rules & Regulations

 Dear Member:

In October 2005, Members voted to amend the Association’s Bylaws to clarify and strengthen the Board of Director’s authority to create rules and regulations regarding the maintenance, repair, and upkeep of properties located within Green Run. They also voted to authorize the Board to impose fines against Members who fail to comply with Association rules.

An ad hoc committee consisting of Board members, staff, and residents then began drafting specific rules designed to ensure that Members maintain their properties in a manner that will enhance and protect property values. Committee members have surveyed property conditions in Green Run and other Virginia Beach neighborhoods, reviewed architectural rules that have been adopted by dozens of other associations, and spent considerable time drafting and debating possible rules for Green Run. 

Enclosed you will find the proposed revised Architectural Rules and Regulations. The first two chapters of the rules were completed and approved in 2007. In response to common problems noted throughout our community, Chapter Three has been developed to provide specific property maintenance, building standards, and guidelines.  Chapters One and Two have minor changes incorporated to accommodate the rules in Chapter Three. 

Throughout the process of preparing Chapter Three, the Committee’s goal was to develop rules that fairly balance the importance of protecting the appearance and property values of Green Run with each Member’s desire to freely make use of his or her property. 

 The Association would like to offer each Member the opportunity to comment on the rules before they are finalized and presented to the Board of Directors for a vote.  I ask that you please submit any comments in writing so that they may be shared with the entire Committee.  You may send your written comments to the Architectural Ad Hoc Committee at 1248 Green Garden Circle, Virginia Beach, Virginia 23453 or e-mail them to grha1@verizon.net.  In addition, a public hearing will be held on Wednesday, March 3, 2010, at 7:00 p.m. in the Green Run Clubhouse for Members to provide input into these rules before they are finalized.

If the new rules are adopted, copy of the final Architectural Rules and Regulations will be mailed to Members.  The new rules will take effect on the first day of the month following their adoption.

The Board of Directors encourages Members who are in violation of the Associations rules regarding property maintenance to correct the violation quickly. The process for addressing violations is as follows:

  • A Notice of Violation will be sent and the Member will be given an opportunity to correct the violation.
  • A subsequent inspection will be conducted, where appropriate.
  • If the Member fails to correct the violation and does not contact the Association, a Notice of Hearing will be mailed.
  • At the hearing, the Member will be permitted to explain any special circumstances surrounding the alleged violation and the Members failure to correct it. 
  • The Hearing Panel may, where appropriate, levy a fine against the Member.
  • The Member may appeal decision of the Hearing Panel to the Board of Directors.
  • The matter will then be referred to the Association’s attorney for legal action, and the Member may become responsible for court costs and attorney’s fees.

I encourage every Member to the review the enclosed documents and submit written comment and/or plan to attend the public hearing because these rules and regulations will affect you and your property.

Proposed New Architectural Rules and Regulations as Revised through 2009

Rental Rules

Dear Homeowner:

In order to maintain the appearance and long-term value of all properties in the community, the Board of Directors has adopted the enclosed rules regarding rental property. While the Board of Directors recognizes that many landlords are well-intentioned homeowners who do care about maintaining their property, the effect of a neglected or poorly managed rental property are severe and are time-consuming to correct. These new rules are designed and intended to discourage negative landlord and tenant behavior and also provided tools to help well-meaning landlords be responsible neighbors.

Beginning October 1, 2009, all tenants must be provided a copy of the Green Run rules and regulations and sign an agreement to abide by those rules. Landlords must register the tenant’s contact information with the Association and provide a copy of the Certificate of Compliance that they are required to obtain from the City showing that there are no violations of City Code. Landlords who reside outside of Virginia will also be required to designate a registered agent within the state who is authorized to accept notices, legal service, or court orders on behalf of the landlord, ensuring that out-of-state landlords can still be held responsible under Virginia law.

Landlords whose property is not managed by a professional property manager will also be required to attend a workshop to familiarize them with the Association rules and to review important landlord skills.

Landlords who do not comply with these new requirements or whose tenants repeatedly violate Association rules could be subject to fines, be required to evict problem tenants, or be required to hire a professional property manager – depending on the number and severity of violations.

These rules are not meant to penalize landlords, but rather to ensure responsible behavior from landlords and tenants and to maintain long-term value and quality of life for everyone – including landlords.

We appreciate your cooperation in implementing these new rules and your assistance in helping us to ensure that Green Run is an attractive and safe community that people are proud to call home.

2 Burglaries occurred in Chimney Hill on 12/07/09

On 12/07/09 Two Burglaries occurred in the Chimney Hill area. One of the burglaries occurred between 7am and 10:45am in the 800 block of Sedley Road. The victim returned home and found a window broken out, sliding patio door open and property missing.

A second burglary occurred between 8:30am and 2:10pm in the 3700 block of Chimney Creek Drive. The victim returned home and found the sliding patio door open and property missing as well.

“Best Christmas Ever!” says Santa

Merry Christmas!Santa would like to thank his holiday helpers for making this year’s visit to Green Run his best yet. Despite cold and rain, a record number of residents turned out to for this annual holiday tradition. Santa was on hand from 1pm to 3pm to hear gift requests from good kids and to hand out lumps of coal to those who had been naughty. Santa’s elves also played videos and organized crafts and games for Green Run’s young residents while they waited patiently for their turn with Saint Nick.

Santa and the Elves14 volunteers worked through the night to transform the Green Run Clubhouse into a colorful holiday oasis, both inside and out. Elaborate decorations and festive music greeted residents as they arrived. Santa was accompanied on his visit by Mrs. Claus and several elves who helped entertain the youngsters. When their turn with Santa arrived, each child took a place on Santa’s lap next to the fireplace and provided his or her wish list for Christmas morning. Afterward, Santa gave each visitor a small gift to tide them over until Christmas morning, along with a package of reindeer food to leave out for his sled-drivers on Christmas night. Photos of their time with Santa was available afterward.

Winter Wonderland!While Green Run’s holiday helpers were disappointed that Saturday’s rain prevented their use of the new snow-making machine that Santa had provided, Mr. and Mrs. Claus assured everyone that this had been his best Green Run Christmas EVER! And plans are already under way to make next year’s event EVEN BETTER!

5th Annual Fall Cook Out

 

DSCF5328Green Run Homes Association hosted the 5th Annual Fall Cook Out this year on September 24, 2009 from 6:30-8:30 p.m. There was many activities for the entire family including CHILD I.D., Boy Scouts of America, Girl Scouts, Green Run Little League and many more venues for families to check out. Kids waited in line so they would get to ride the “G-Force Twin Spin” and Moon Walk, 18 foot fire truck air slide.  The kids had a blast playing with the glow sticks and swords.  Adults tried their luck against each other in the “Gladiator Joust”! There were many door prizes given away and the food was catered by Mike’s Pig-Out.  Everyone that attended had a wonderful time.  Hope to see everyone back next year for Green Run Homes Association 40th Anniversary.

Green Run Celebrates National Night Out

A record number of residents came out on Tuesday, August 4 to celebrate Green Run’s Annual National Night Out Against Crime. In addition to food, face painters, and balloons, residents were able to obtain Ident-a-Kid IDs for the children and talk to local and state officials.

A neighborhood that cares!

SPARTANS CtBD 005On Saturday June 6 the Green Run Spartan Football program came out in masses to participate in Clean the Bay Day. A record 79 people took part in this event, one of the largest groups in the state! Volunteers came from as far as Norfolk Naval Base. This year’s event marks the beginning of a new Green Run tradition-incorporating community service and Community pride into Green Run sports programs- starting with the two-time champion GR Spartan football team.

The Spartans have other community service projects lined up this season including a clothing drive to help children with disabilities.

Improved Rental Inspection Scheduling Procedures for Virginia Beach

This week Wells Freed, Housing Code Administrator for the City of Virginia Beach, contacted HRRA to let us know that Virginia Beach has recently made some changes to their Rental Inspection scheduling procedures.  He hopes these changes will make it easier for you to schedule inspections of rental property.  The 385-4421 main office line can now be used to schedule inspections.  They will now have four office assistants taking these calls as opposed to only one in the past.  They have also set up an e-mail address to receive rental inspection requests, CC@vbgov.com. Messages will be picked up from this e-mail address twice a day at 12 p.m. and 4:30 p.m.  Calls in response to these e-mails will be placed from 2-3 p.m. for messages picked up at 12 p.m., and from 10-11 a.m. the following day for messages picked up at 4:30pm.
