  1. Is there anything written where it is legal for a residence to tether their dog in the front yard. My neighbor (she rents) has started tethering her dog out front, and now on two separate ocassions, the dog has scared people coming up to my front door with a loud bark and lundgeing toward my front door. The dog was not visible to either person prior to the loud barking and lundging. I know there is a tethering law in the city of Virginia Beach, where you can not tether a dog for longer than 3 hours in a twenty four period, but I am afraid the dog is going to attack or hurt someone, if not herself. The dog is a doberman mixed.

Hi I was wondering why I pay fees for association when they do nothing there are yards that look like crap (tall weeds), siding that is faded and cars on my street that live in twin canals that i have to fight with for a parking spot with that don’t ever live in my neighborhood!!!! What gives?

    • I’ve been wondering the same questions. I’ve called Greenrun to complain that my neighbors house is constantly leaking water from what looks like a broken pipe in the outside wall of their house. It leaks so much that there is standing water between our houses. I can not get my lawn mower between my front yard and back yard without it getting stuck in the mud. I don’t have to mow where the grass is constantly underwater because all of it now is mud. Also, I have a neighbor two doors down from me that has a bird nest in his roof. You can see the nest from inside his home. Its a hole all the way through. The water damage on the inside is tremendous. There is sheetrock buckling. I was told by two people at GRHOA there was nothing they could do about it – it was considered a civil matter. Yet another neighbor was given fines for paint chipping on his deck. Then on top of that, they refuse to turn on the street light outside because another neighbor has complained that the light comes through her windows at night – well they did move into a house with a street light in the front yard. Now the cul-de-sac is completely dark at night. I don’t understand what I pay fees for. I have a call into the director, I was told I would hear back in a week or two from them. I’m not holding my breathe.

        The water problem you are referring to is not one the Association has juristiction over. However, you may contact Code Enforcement 385-4421, or if the water is running excessively and is doing so from the water meter to the street, call Public Utilities AT 385-1400. If the leak is from the meter to the home, it is the responsibility of the homeowner. Another angle to hit is mentioning to Code Enforcement that it is attracting mosquitos. That gives them another avenue to address the problem with. As for the street light being out, we have no authority to disable ANY street light. If you see a light that needs repair, you can call Dominion Power at 1-888-667-3000 or call us with a pole number and the nearest address to the malfunctioning light. We will report the light to Dominion Power. If you have other concerns, please call me.       We currently have one ARC inspector to cover 4,201 homes. Of course VB Code Enforcement is always in the community too. They have two inspectors who also inspect other communities nearby. We are attempting to budget for an additional full time ARC inpsector for 2010. It is a monumental task in getting homeowners to take care of their responsibilities in maintaining their properties to a reasonable degree.
      At any time if you have a property you see needs immediate attention, please call 427-2600 and ask for Ms. Daniels, our ARC inspector. You may also call me at this same number as well. As for vehicles parking on a public street, as long as they are legally parked, licensed and inspected, they may do so. If you are having problems with TC residents parking over on your street, please call me.
